A time to build: Development plans at St Jude's

The Need: to replace an aging hall complex that no longer meets the ministry needs of the parish.

The Plan: an aesthetically pleasing design that is sensitive to the heritage values of our church site, while providing effective space for ministry.

The Challenge: to unite our total membership, gather community support and raise substantial financial backing to realise an extraordinary achievement.

The Goal: to provide a platform for our church to reach out to a wide range of people, through a variety of ministries for the next 30 years.

A time to build

In the life of every church there comes a time when it is necessary to make a great effort to build or redevelop church property. In the past our forebears built the first church on this site. It was designed by the famous architect, Edmund Blacket, to seat about 150 people and was consecrated in 1874. By 1883 it was generally believed that the church was too small and the Rev Stanley Howard began a movement to build a new church that could seat over 300 people.

The decision was taken to knock down the old church which was less than 15 years old and the present church of St Simon and St Jude was completed in 1887. Previous generations of parishioners have certainly made a great effort to provide suitable buildings to encourage the ministry of our church. We owe them a great debt of gratitude.

 

Now the leaders of our church believe the time has come to take the next big step to redevelop the church site. We do not propose to alter the old church building, other than to connect it to the new development so that people can move between the church and halls through a convenient, internal entrance.

The main goal is to redevelop the complex of church halls. In peak periods the church halls are too small to house the numbers of people who need to use them.

They certainly do not make it easy to conduct two or more functions at the same time -- something that is increasingly necessary. They do not cater well for the two growing services that meet in the main hall and they are inadequate to house the youth and children's ministries that meet at the same time. The access to the halls is difficult for the aged or disabled. Toilet and kitchen facilities are cramped and inadequate. There is little space for a proper church office.

Also ,access for the public is hard to identify from Bendooley Street. These buildings have served us well in the past, but are now inadequate to meet the ministry needs of our parish. It is important that we do not surrender the initiative in ministry to inadequate buildings. That is why we are proposing the kind of redevelopment described here.

 

This will be a costly exercise.  It is impossible to give exact costs at this early stage of planning, but the preliminary estimate would be in the vicinity of $2.5 - 3 million.  To make this project a reality will involve a major fundraising campaign.  Church leaders are in the process of establishing a tax deductible building fund which will make it easier for people to donate to our fundraising campaign.

We hope that this fund will be established in the first half of this year.  We will also need to consider the sale or development of the large parcel of land at the back of the church car park.  This valuable land could make a major contribution to the fundraising campaign.  To meet this financial challenge will require a great commitment and we must not underestimate the effort that we will all need to make.

This is an exciting and challenging time in the life of our church.  We want to be an authentic and effective Christian community at the heart of the wider community. We want to be a lively and active church.

The steps so far
  • Strategic Planning Committee formed and charged with developing a building plan to accommodate projected requirements for the next 5, 10 or even 15 years. Consideration given to Parish demographics and attendance trends.
  • Meeting held between Strategic Planning Committee and leaders of the various ministry groups in the parish. A detailed table of requirements was constructed and from this a design brief was established.

  • With change of Rector, renewed focus brought to our accommodation and building needs.

  • An architect with substantial experience in church design and heritage issues was engaged.

  • An updated and revised summary of accommodation needs prepared and incorporated into a brief to the architect.

  • A survey of the existing site and buildings completed then preliminary sketch plan prepared by the architect.

  • Numerous meetings between architect and committee followed with many plan iterations and presentations to parish council.

  • Research into the existing cemetery, drainage and an arborist's report completed.

  • Preliminary meeting with town planning representatives of the local shire council, with a positive approach to the concept plans and proposal.

  • Major presentation made to the Annual Vestry Meeting of March 2008 where parishioners were invited to submit written responses.

  • Parishioner responses collated and summarised and discussed with the architect, resulting in a further revision of the draft plan. This was aimed at addressing as many of the concerns as possible, reducing the overall size and therefore the projected cost.

  • Obtained a preliminary costing from a quantity surveyor on the August 2008 plan revision.

  • Held preliminary discussions with the Regional Bishop's Assistant and the Diocesan Major Parish Project Panel

  • A trust known as "The St Jude's Christian Education Centre Building Fund" as a separate legal entity has been established and an ABN issued. This is a necessary step in applying to the ATO to gain Deductible Gift Recipient status.

  • Preliminary discussions were held with the Diocesan Architectural Panel on 16th December 2008. No objections were raised.

  • The Australian Taxation Office has granted Deductible Gift Recipient status for the redevelopment.

  • Information exchange meetings were held in June 2009. Over 90 attended with plenty of debate and feedback

  • Preliminary discussions held with the Wingecarribee Shire Council regarding the possible uses and/or development of the Edward Street land.
  • The extra-ordinary general meeting held on the 8th of November passed the resolution to proceed with the re-devlopment financial plan. 196 votes were counted. 80% voted yes. Thank you to all those who made comment and attended the meeting.

The next steps
  • Continue to refine the building plans.

  • Investigate and analyse the feasibility of realising on existing property to establish a capital base to pay for part of the cost.

  • To determine how the project can be funded

  • An extra-ordinary General Meeting of Parishioners will be held on 8th November 2009 to seek congregational support to proceed

  • Our major fund raising effort to be launched on 31st January 2010

 

Tax deductible donations
  • Tax deductible donations can now be made toward the cost of the redevelopment program.

  • Cheques for donations should be made payable to: The St Jude's Christian Education Centre Building Fund.

  • Donations can be posted, placed in the Offertory, or left at the church office.

  • Please include your name and address to enable an official receipt to be issued.
